US Tax Law – Uniform Definition Of A Child

On October 4, 2004, President Bush signed into law the Working Families Tax Relief Act of 2004 (P.L. 108-311). The Act, according to the Joint Committee on Taxation, will cut taxes by some $146 billion over the next 10 years.

There are many provisions in this Act which will assist working families. This article will focus on only one provision, the “uniform definition of a child.”

The purpose of the provision was to simplify the tax code by adopting a uniform definition of a child for the dependency exemption, the child credit, the earned income credit (EIC), the dependent care credit, and head-of-household filing status.

In general, under previous law a dependency exemption was allowed if a taxpayer could show that they met five basic tests. Under the new definition, a dependency exemption is allowed for an individual who would meet the requirements of, and thus qualify as the taxpayer’s “qualifying child” or “qualifying relative.”

There are some circumstances in which an otherwise qualifying individual (qualifying child or qualifying relative) will not be considered a dependent in the following situations. The individual is a dependent of another taxpayer; therefore, that individual can have no dependents. The individual files a joint return, and the individual is not a citizen or resident of the United States or a country contiguous to the United States.

As a general rule, there are four tests which must be met in order to be considered a qualifying child

1. Relationship

2. Member of household

3. Age

4. Self-support

The relationship test is met if the individual is a child of the taxpayer or a descendant of a child; or a brother, sister, stepbrother or stepsister of the taxpayer or a descendant of any of these individuals.

The term “child” includes son, daughter, stepson or stepdaughter of the taxpayer, or an “eligible foster” child of the taxpayer.

Under this provision an adopted child or a child lawfully placed with the taxpayer for adoption is treated as a child by blood and an “eligible foster” child is an individual placed with the taxpayer by an authorized placement agency or court.

The member of household test requires that the individual must have had the same principal place of abode as the taxpayer for more than half the tax year.

Because the taxpayer no longer has to provide over half of the support of an individual meeting the requirements to be a qualifying child, more than one taxpayer could qualify to claim the individual as a dependent.

If more than one taxpayer is entitled to and does claim the individual as a dependent on the tax return, there are provisions to determine which taxpayer will be allowed the dependency exemption.

If one of the taxpayers claiming the dependency is the individual’s parent, then the parent will receive the dependency exemption.

If both parents are claiming the individual on separate returns, then the one with whom the individual resided the longest during the year will be entitled to the exemption.

If the individual resided for an equal amount of time with each, then the parent with the highest adjusted gross income will receive the exemption.

If neither of the taxpayers are the individual’s parents, then the one with the highest adjusted gross income will be allowed the dependency.

This is a partial overview of the new Qualifying Child rules. I hope this article has helped to clarify this rule.

Military unit patches help to establish the identity of military personnel. Unit patches can contain symbols or numerals that relate to the specific unit or the special mission. The patches contain the number of a unit embroidered on them. For instance, if there is a big “1″ embroidered, it means that the unit is the First Division. Unit patches also contain symbols that can be something like the black horse head or a fish.

During World War I, the British Army used several complex sleeve patches. These patches were used at all the battalion, brigade and divisional levels. The badges were known as “battle badges” and were geometric shaped with solid colors and specific numbers. Their colors shape and number helped to identify the units within a formation.

Military unit patches are not designed blindly. They are designed by experts and usually carry a wealth of information that may not be apparent to the casual viewer. As an example, consider the patch of the Forty-ninth Military Police Brigade. The elements of design of this brigade’s patch symbolize the discovery of gold in California since this brigade was formed in California. The yellow background refers to California’s popular nickname, the Golden State. The red disc stands for California’s sunny climate and makes a disguised reference to Sutter’s Mill, a saw mill, on the American river where the first gold nuggets were discovered in the year 1849.

Unit patches also undergo changes, from time to time, in the way they are worn and used. During the Iraq war, the Army launched a new combat uniform where, apart from changes in the design, there were changes in patches. Patches in the new uniform were to be affixed by Velcro so as to give the wearer the flexibility to save money by talking patches off from uniforms before laundering.

Gym Uniforms Your Kids Will Want To Wear

Like everything else, gym or physical education uniforms have evolved over the last twenty years. For many of us, the standard gym uniform when we were in school consisted of a polyester knit pair of shorts and a 2-ply, reversible cotton or 50/50 gym shirt. In many cases, in addition to our school name, we would have a “name bar” screen-printed on both garments with which to write our name. In addition to being unattractive, these uniforms were downright uncomfortable and were not what you would prefer to wear for any athletic activity.

As more and more schools began to require gym uniforms the trend became to find less expensive alternatives since students were required to purchase these in many cases. Some changes were:

Knit shorts were replaced with mesh.
T-shirts took the place of the reversible tops.
The shorts got longer and a vast majority of these products began to be produced overseas at lower cost (and lower quality).

These uniforms were a little more comfortable but were still mass produced with no differentiation between male and female students.

All along, one of the biggest problems with phys. ed. uniforms has simply been getting the students to wear them. Like it or not, young people are fashion conscious and they want to wear attractive, yet comfortable, clothing in gym class just as they do in any other class. Phys. ed. teachers have been fighting this battle forever but as long as schools continue to purchase these uniforms on the basis of price the problem will continue. The lesson that we have learned is that the schools are generally more concerned about cost than the students/parents are. Like any other clothing that they purchase, they want something nice.

Today we have many other options. Reputable, American manufacturers can design uniforms in a variety of ways that are both affordable to the school and tailored to the wants and needs of the students and teachers. Here are some of the ways uniforms are being designed:

A variety of new, state of the art “moisture management” fabrics on the market are used to construct functional gym shorts and even tops in many cases.
In addition to providing a variety of material choices, good manufacturers are customizing the uniform to the particular school’s needs. For instance, inseam and rise measurements can be altered.
Separate patterns are available for women and men. At some schools, girls in particular can be a problem if they are forced to wear men’s or unisex shorts. Again, if you provide the students with a uniform they like you have effectively ended the compliance issue.

In summary, there are many options available to the gym uniform purchaser today. There are still generic, low cost (usually imported) products available but there are also higher quality garments that are much more attractive, comfortable as well as functional if schools can separate themselves from the “cheapest is best” philosophy. Those schools that choose to spend the little extra that it takes are having much less problem with compliance and even find that their students buy extra sets to use at home. Even a t-shirt, when combined with a modern gym short, can make for an inexpensive yet popular uniform when the proper graphics and accents are applied. And most importantly, the students will want to wear them.

Chefs everywhere will be wearing almost identical uniforms and probably will do for the rest of their working lives, instantly recognisable by people around the world. Head to toe with the ubiquitous toque, double breasted jacket, apron and checked trousers, where is it that this uniform came from and why? Most of the clothing was developed out of necessity, and evolved into tradition over centuries.

The most instantly recognisable part of any chef’s uniform: the toque blanch (French: white hat), a piece of headwear with many folds thought by many to represent the versatility and the many ways of preparing an egg. Many of these hats have exactly 100 pleats. The toque can be traced back to the mid 18th century but didn’t really become popular until what we now consider the modern toque originated in the early 19th century with the famous French chef Marie Antoine Carême.

The jacket made from thick cotton or two layers of cotton to protect the wearer from the heat of ovens, pots and pans as well as splashes from hot liquids. The jacket is also usually double breasted which makes it easy to cover up stains and spillages by simply reversing it.

Other essentials in any chef’s uniform are the ever-present checked trousers usually made of cotton with a hounds tooth check pattern in order to disguise stains and marks on the trouser. The apron an essential for many chefs again developed out of necessity using durable cotton to protect the wearer from hot spillages and surfaces and the rest of the uniform from stains. And finally a necktie, these where originally used for mopping sweat from the forehead by many chefs this is now against health and safety laws and best practice in many nations and now serves as only a decorative addition to the uniform, some chefs now wear a sweat band around the forehead instead.

The entire chef’s uniform baring the necktie and trousers witch usually sport a blue checked pattern is usually white as this to many people denote cleanliness and hygiene, think why do doctors wear white? Would you feel confident seeing a doctor dressed in red or black?

In recent years particularly since the 1980’s many chefs have started to ‘mix it up’ and express their own unique style or to reflect the style of their establishment in their uniforms. However the items of uniform themselves remain largely unchanged, still based heavily on function and tradition.

Nylon stockings are intimate accessories. This will look good before turning the lights out with the partner. But these things are usually worn under the skirt.

Some companies have this as part of the uniform code like nurses who work in the hospital. But many women choose to have it on because it looks good with the outfit. This is used either in the office or when wearing one of those short skirts to show off to men in a party.

Nylon stockings are not only sold in the store but also online as well. This allows men to shop for that special someone without feeling awkward of going to the lingerie department and asking the sales clerk for assistance.

Having a sample or knowing the size of the partner’s hips will be a good idea to avoid returning and exchanging it for the right one.

Given the increasing demand of nylon stockings in the market, the woman can choose from a variety of colors and styles. Some will stay up by itself but those that don’t will require the use of a garter belt that has to be hooked to the girl’s underwear.

Most of the nylon stockings sold for women are in single packs. Some brands have promotional offers that allow the customer to save a few dollars when at least three are bought instead of just one.

Both men and women should take advantage of it because even if nylon stockings last long, these things will run due to wear and tear prompting the individual to again at the regular price.
